That does not mean the machine is failing. It means you should compare models at the same realistic temperature and humidity rather than treating the largest headline number as automatically best.
Size the problem before the machine
One bedroom with morning condensation is a different task from a whole flat with indoor laundry and several occupants. Write down where moisture appears, when it peaks and whether doors will stay open or closed during use.

Airflow can matter as much as capacity
A dehumidifier only treats air that reaches it. Closed doors, narrow hallways and furniture can limit circulation. A model with strong airflow may dry laundry more effectively than a nominally larger machine whose air outlet is badly positioned.
When buying larger is reasonable
More capacity can help when the moisture load is genuinely high, the treated space is open or you want a shorter intensive laundry cycle. It is less useful when noise, storage or carrying the tank becomes the reason you stop using the machine.
A better shortlist
Choose two or three models that publish performance data at realistic UK indoor conditions. Compare wattage, lowest and highest noise levels, airflow, tank handling, warranty and spare-filter availability. Capacity is one column, not the whole decision.
Common questions
Is a 20-litre model too big for a flat?
Not necessarily, but it may be heavier, larger or louder than you need. Compare the moisture load, room layout and lower-capacity models' real extraction data first.
Why does my dehumidifier collect less than its rating?
Extraction changes with temperature and relative humidity. Maximum ratings are measured under specified test conditions that may not match your home.
